Swindon Borough Council (Waiting and Loading Restrictions and Parking Places Consolidation Order 2011) Experimental Order (No.1) 2013

NOTICE IS HEREBY GIVEN that on the 10th April 2013 Swindon Borough Council made an Experimental Order under the Road Traffic Regulation Act 1984 to be operative from the 15th April 2013 for the duration of 18 months.

The effect of the Order is to impose the following new restrictions along the streets and some backways within Residents Parking Zones A and F accordingly:

No Waiting at Any Time

Albion Street, Dowling Street, Read Street, Andover Street, Dryden Street, Redcross Place, Cambria Bridge Road, Eastcott Hill, Shelley Street, Cambria Place, Erin Court, Shelley Street, Canal Side, Exmouth Street, Shire Court, Catherine Street, Fairview, Stanier Street, Clarendon Lane, Faringdon Road, Stanmore Street, Clifton Street, Joseph Street, The Nurseries, College Court, Kingshill Road, Towpath Gardens, Commercial Road, Marlborough Street, Westcott Place, Crombey Road, Morse Street, Whitehead Street, Curtis Street, Newhall Street, Whitney Street, Deacon Street, Radnor Street, William Street

All existing Resident Parking Bays will have signs updated on street to meet current legislation. New signs will exclude the reference to 5 minutes limited waiting. However it will still be possible for anyone to wait up to 5 minutes without a permit.

A copy of the Order and plan showing the extent of each restriction on each of the above streets may be inspected at the One Stop Shop, Wat Tyler House, Euclid Street, Swindon during normal office hours or online on www.swindon.gov.uk/highwayregulation.

The Experimental Order has been made to allow for an assessment of the changes before a decision is taken to make it permanent.

At the same time certain exemptions to the one-way orders in Curtis Street and William Street will be experimentally suspended - the effect of which will be as below

A. The Borough of Swindon (Central Area)(One-Way Traffic) (no.1) Order 1971. No vehicles including buses or cycles on scheduled routes will be permitted to travel in a south-west to north-east along Curtis Street from the junction with Crombey Street to its junction with Cambria Bridge Road (except upon the direction or with the permission of a police constable in uniform or Civil Enforcement Officer).

B. The Borough Of Thamesdown (One Way Traffic) Order 1976 (Amendment) Order (No. 3 ) 1978. No vehicles including public service vehicles, street cleansing vehicles and cycles shall be permitted to travel in a north-east to south-west along William Street (except upon the direction or with the permission of a police constable in uniform or Civil Enforcement Officer). Emergency vehicles in cases of emergency are also exempt.

Any person wishing to make representations whether to object or support the Orders before they are made permanent must do so in writing quoting the reference (TRO/Experimental/Zones A & F) specifying the grounds on which they are made within 6 months of the Experimental Orders coming into force or if the Order is subsequently varied or modified within 6 months of the variation or modification coming into force.

If you wish to question the validity of the Orders, or of any provision contained therein on the grounds that it is not within the powers conferred by the Road Traffic Regulation Act 1984 or on the grounds that any requirements of that Act or of any instrument made thereunder has not been complied with in relation to the Order, you may, within 6 weeks from 10th April 2013 apply to the High Court for this purpose.
