The popular Charlbury Hill beauty spot near Wanborough was visited by revellers around New Years Eve and littered with condoms, nitrous oxide cannisters and drug paraphernalia.
Two Swindon Borough Councillors, Gary Sumner and Russell Holland had to team up to clean the site after it had been left with enough litter strewn there to fill three black bin bags.
Coun Sumner said: I went to clear it up and Russell kindly joined me.
"Three bin bags were filled with drinks cans (alcoholic and a range of energy drinks), fast food wrappers, condoms, nitrous oxide capsules and wraps/foil.
More frustrating for the town's cabinet member for infrastructure and planning, the majority of the rubbish had been discarded onto the floor next to a bin which was empty and could've been used.
"Some of the things picked up were gruesome," he added.
The presence of 'wraps/foil' suggests that some illegal activity might be taking place there, so Mr Sumner has taken steps to prevent it being visited for misuse
"Clearly many different activities are going on so I will request the remote cctv is deployed."
