A doctor did have sex sessions with multiple women at his Swindon GP surgery, a tribunal has found.
Thomas Plimmer had inappropriate sexual relationships with several women, and several misconduct charges have been upheld against him after a long hearing lasting several weeks earlier this year.
He had initially faced 18 allegations of misconduct made by half a dozen different women, ranging from sexually motivated abuse of position, conducting sexual activity while at work, sexual harassment, coercive control, threats and rape.
Dr Plimmer claimed whilst giving evidence at the Medical Practioners Tribunal that all acts were consensual, and that the context was centred around his sex addiction.
Tribunal chair Claire Lindley described the result as a "complicated outcome", finding some charges "proved and determined" and some "not proven".
Reacting after the hearing on Thursday, one of Dr Plimmer's victims told the Adver: "I am pleased that the MPTS ruled that Dr Plimmer had done several of the things you wouldn’t expect from a doctor - and things I certainly didn’t expect from him - and I hope that the right decision is made to erase him from the register in April.”
A hearing in April will decide whether Dr Plimmer's fitness to practice has been impaired by these findings, and whether he should be struck off.
Plimmer guilty of several misconduct charges
Dr Plimmer was found to have shown an unnamed colleague a video of him having sex with another woman while at work.
He was also found to have approached her with his trousers undone and to have masturbated in front of her.
There was insufficient evidence for the panel to determine that he kissed, touch or raped her without consent.
But again, while at work, he was determined to have told her that he "had something that would cheer her up" before taking her hand, without consent, and putting it on his erect penis over his clothes.
The tribunal said he did this whilst he knew she was vulnerable.
He also sent her a series of videos and photos of him masturbating and having sex with other women.
In relation to this victim - the tribunal found allegations of kissing, touching, taking out his penis in front of her and two allegations of penetration, all without consent, were not proved.
Threats to disclose information to her husband, slamming a door to hit her arm were also not proved.
Several instances of sexual acts and intercourse with multiple women while at his GP surgery during working hours were also proven.
In relation to another victim, he had already admitted sent unsolicited photos of his penis taken whilst at work to another woman twice.
Dr Plimmer was determined to have threatened a woman by saying: “If that **** takes me to the GMC I’ll slit her throat. I know where she lives,” or words to that effect.
This was all found to have been sexually motivated.
There are two more accusations relating to Dr Plimmer's health that have been redacted - but both have these have been found proven too.
During the hearing itself, Dr Plimmer had tried to blame many of his actions on a sex addiction.
He said: "Seeking out sexual activity felt like a need, and I did lie in order to get that need met, and I was not honest with people to get that need met.
"But there was no sense of me enjoying this because I like lying, or it gives me power, or it gives me control, they were all byproducts of trying to meet my need."
