Roads policing unit officers in Wiltshire stopped one motorist who was in a Volkswagen Fox at around 4pm on Tuesday after noticing an unusual road safety issue.
The driver, who also had passengers in her car, seemed to think it acceptable to have a pet sitting loosely on them while they were behind the wheel of a moving vehicle.
A Wiltshire Police spokesperson said: "RPU stopped the VW Fox after a dog was seen sat on the driver's lap not palming but ‘pawing’ the wheel.
"Driver dealt with for not being in proper control."
Rule 57 of the Highway Code states: "When in a vehicle, make sure dogs or other animals are suitably restrained so they cannot distract you while you are driving or injure you, or themselves, if you stop quickly.
"A seat belt harness, pet carrier, dog cage or dog guard are ways of restraining animals in cars."
