IF the policy of “shared streets” (in operation at the Regent Circus development) is to be pursued, surely the corollary must be the following?
1. Pedestrians will need to have a Road Fund licence – as motorists do – in order to “use” the “shared” road.
2. Pedestrians will need to take out Third Party insurance – to cover any damage they may do to a vehicle by stepping on to the “shared” road in front of such vehicle in a “negligent” manner.
3. Pedestrians will need to take a “walking” test – as motorists have to take a “driving” test.
4. Prior to taking such a test, pedestrians will need to display L plates on front and rear; and be accompanied by an “experienced” walker who has passed the test.
Some readers may not remember that these measures were brought in for motorists to improve safety on the roads!
