T Reynolds once again mounts his anti-Labour high horse with Questions are raised, (SA May 3) and wrongly attributes to Mr Prescott the power to levy council tax.

The system devised by Michael Heseltine is a much more "broad brush" way of determining property tax liability than the old rating system that the poll tax swept away.

However, it is still supposed to be responsive to changes in property values.

If a nationwide revaluation is embarked upon then most properties would have to increase in value by about one third above the norm for their area and their banding to incur the £400-plus tax burden that Mr Reynolds predicts.

That suggests quite substantial changes to the footprint of the building, a patio certainly wouldn't do it.
